This is one of the 4 dragons that you are going to choose at the start of the game. You cannot catch this creature anywhere on the map. You can only get this at the shop in any town thru egg spin. This will evolve at level 8 into Blue Dragonling, at level 30 into Blue Dragon and Blue Wyrm at level 55.

on the last update they said that you now can catch all the hatchlings on the map :)

I know. The first map, near Corova, you see the mountains? Go there. I mean, the spot next t the mountains, and behind Leslie's house. I will get a picture if I can find one. But there is a 0.1% chance of it appearing. Hope this helped!
